Miller Energy Consulting (MEC) is an independent consulting company owned by Morris Miller and located in Tulsa Oklahoma, and has been in business since February 2014.

Education: BBA 1987, Northeastern State University.

Experience:

• Auditor, Minerals Management Service (now ONRR), Tulsa OK. Performed audits of O&G companies between 1991 and 1994.
• Federal Reporting between 1998 through 2014.
• Consulting February 2014 to current, Federal Reporting, all areas including Unbundling, Cost of Service preparation for gathering and processing.

Owner Morris Miller specializes in federal royalty reporting on federal lands that are sent to the Office of Natural Resources Revenue (ONRR). He consults with companies having or desiring to prevent reporting issues or Orders from ONRR related to valuation of natural gas under the current ONRR interpretations of marketable condition including gas that is sold under Arm’s-Length Percentage of Proceeds and Keep Whole contracts as well as gas that is sold after gathering and processing services are obtained.

Work Experience

Mr. Miller has 30+ years of experience in the oil and gas industry mostly related to federal reporting of gas and oil sales from federal and trbal lands. His experience includes over four years as an auditor with the Minerals Management Service (today known as the ONRR).

Mr. Miller’s years of industry experience began with Amoco in 1997 as a Revenue Accountant responsible for distribution of revenues from oil and gas sales. He then moved to the regulatory group responsible for reporting and payment of royalty to the ONRR for federal and tribal production.  His duties included calculation of cost-of-service for transportation and processing and coordination of federal audits by the ONRR, states, and tribes conducting audits on behalf of the ONRR.

In 2005, Mr. Miller joined Williams Energy as a Revenue Analyst and in 2009 became Supervisor of the federal royalty reporting group. In his role as supervisor, Mr. Miller coordinated several audits by ONRR, including audits by Office of the Solicitor, where established an audit-entrance conference walk-through that significantly improved the audit processes.

Since February 2014, Mr. Miller has worked as an independent consultant working with oil and gas producers on federal reporting of gas production. His services include: Unbundling gathering and processing costs, preparing COS calculations for producer-owned midstream assets, and assisting with rebooking federal royalty payments for compliance with the new federal regulations.

Recognition and Awards

In March 2004, Mr. Miller was awarded the Corporate Leadership Award (COLA) for “Setting and maintaining high standards in Federal and Indian oil and gas royalty reporting and for assuring MMS’s timely and accurate distribution of mineral receipts in excess of $348 million paid by BP America Production Co. in fiscal year 2003.”

In 2012, Mr. Miller was appointed by the Secretary of Interior as an alternate member of the

Indian Oil Valuation Negotiated Rulemaking Committee. In 2013, the committee reached agreement between the Indian Nations and industry representatives that changed how oil produced from Indian lands would be valued on most Indian leases. 

Mr. Miller has received numerous letters of appreciation and awards while employed by the ONRR including spot award for outstanding performance in July 1994.

• Co-Chair of Revenue Committee in 2013
• Founded the PASO-Tulsa ONRR Workshops in 2011 (now managed by PASO Tulsa COPAS Chapter) attended by more than 1,000 attendees.
• Member of Education Committee from 2006 to 2012 – co-chaired of “Get Your ONRR House in Order," Workshop held in Tulsa Oklahoma in September 2011 and February 2013
• Oklahoma Society of Certified Public Accountants 2004 – 2008 (Note: Mr. Miller recently voluntarily surrendered his CPA certificate.)
• Member of OSCPA Education Committee for three years.

Expert Witness Experience

In March 2014 Mr. Miller testified for WPX Energy in Federal Court in the case of The Anderson Living Trust, et al v. Williams Production Company, LLC, et al.

Speaking Engagements

• Federal and Indian Oil and Gas Reporting hosted by Rocky Mountain Mineral Law Foundation – repeated three times in 2013.
• COPAS Spring 2014 Conference – topic was the proposed Indian Oil Valuation Rule
• PASO-Tulsa in 2017 – topic related to ONRR reporting and royalty calculations on Keep Whole contracts.
